This role will develop and embed a Supply Chain Engagement Toolkit (SCET) to support the delivery of quality procurement frameworks at YORhub, a collaboration of Leeds City Council, Sheffield City Council, North Yorkshire Council and East Riding of Yorkshire Council, who help the public sector deliver quality construction projects.
This 24-month project and role are vital in fulfilling YORhub’s strategic aim to address national challenges of supply chain engagement in public procurement within the construction sector. The SCET will increase the depth and breadth of contracting SMEs, increase opportunities, efficiency, and service delivery, improving performance and productivity for the end-user. It aims to increase the number and diversity of engaged SMEs, resulting in increased efficiency and service delivery in this sector.

The successful candidate will deploy a blended skill set and knowledge across both Construction and Supply Chain Management with the critical analysis skills to both aid and support / ensure development of the SCET.

Project description

The KTP Associate will examine current practices and processes for supply chain engagement with an intent to enhance the existing digital platform (YORscep).They will develop innovative solutions and strategies that ultimately identify and embed functional improvements,enhancing delivery from the supply chain across the construction industry.

They will work cross-functionally with internal stakeholders at YORhub and external stakeholders including end-users:
• To prepare an approach to publicise /market the principles, objectives,and benefits of the SCEP(Supply Chain Engagement Programme) portal throughout the region,with the intention to further engage with and encourage main contractors and sub-contractors in the region to register and engage with the SCEP.
• To work with contractors on both YORbuild and YORcivil framework contracts to understand the
barriers which are preventing them from engaging with the SCEP,for example tendering practices,project timescales,ingrained project processes,and develop solutions to overcome them.
• Undertake regular communication and consultation with current and potential SCEP members to
develop a positive and beneficial solution for all stakeholders.Part of this may include an expanded
offer that highlights potential training opportunities.
• Enhance the YORscep digital platform to produce an implementation plan that ensures/enables a
workable solution which optimises the sub-contracting process on YORhub projects that can be
embraced by and of benefit to all stakeholders.

This is underpinned throughout the project by:

1. Creation of a collaborative project team to build networks and to identify,and engage,internal and
external stakeholders.
2. Embed new tools,techniques and operational models into the business that are sustainable beyond the life of the project.
3. Create and update a knowledge bank of information for use within the YORhub.
4. Work closely with,and regularly brief, the senior management team regarding project progress and delivery.
5. As part of the KTP project be responsible for arranging and minuting monthly formal project team
meetings and presenting on progress and future deliverables at quarterly steering group meetings to
the Leeds Beckett,YORhub and Innovate UK.
